Go to JCPenney. They have really comfortable bras (mainly Bali is a good brand). Just ask the saleswoman to show you a few with no padding.

Go to walmart.I love there’s and I have,and umm..I wear a padded bra because of the coverage I personally dont like non padded one because they feel uncomfortable you should tell her that you would feel more comfortable in padded ones right now and you would like to work your way up maybe get like one un padded one and stuff

American Eagle’s ‘Aerie’ bras have light padding, check those out.

Also, check department stores. Kohls and JCPenny should have lightly padded bras.

Don’t even try explaining to your mom why you want to get a padded bra. If she’s anything like my mom was, she won’t care and will say something like girls shouldn’t wear padded bras-it’s inappropriate or something like that. Instead, I would go to a store like Walmart, Kohls, Target or JC Penny’s and buy a bra with her and then go some other time with a friend and buy the kind of bra that you really want. By the time your mom finds out (provided you do your own laundry), you’ll already have been wearing that type of bra for awhile and then you can tell her that you don’t want to change. She might notice the extra padding so I would start out with a less padded bra at the beginning. Ultimately, it should be your decision, NOT YOUR MOM’S what kind of bra you wear. Why mom’s are so picky on things like this I’ll never know…
